General Responsibility

Manage procurement activities of all the organization business branches within Uganda.

Responsible for the supply chain management that includes; participating in generating new orders, sourcing for suitable suppliers, placing new orders, arranging transportation, delivery confirmation, and monitoring proper utilization.

Specific roles and responsibilities

Bids and Contracts activities

• Drafting and updating all suppliers’ contracts.

• Manage all on line bids/RFQs and submission of bids.

• Handling project execution plan and scheduling.

• Handling bids and RFQs to ensure no bids/RFQs are missed.

• Working on bid documentation and soliciting of prices.

• Participate in bid evaluation process.

• In consultation with the branch accountants, respond to requests for quotation (RFQ) from external clients with appropriate and competitive prices.

• In consultation with the Finance Director and/or Medical Director, prepare and submit competitive bids, tenders, prequalification’s and RFQs

• Keep a database of bid/prequalification’s/proposal submissions and communicate this information on a weekly basis to the Marketing Manager for follow-up.

• Source for suitable and competitive prices within and outside Uganda, either for internal usage or for external clients.

• Approval from Bids Manager/Finance Director/Medical Director to proceed with the bidding process

• Prompt purchase of bid documents

• Prompt dissemination of relevant documents / requirements to user departments

• Thorough compilation of all tender documents customized to each bid

• Evidence of relevant experience in supply of similar requirements in terms nature and value (PO, contracts, work completion certificates, delivery notes, acceptance certificates, etc.) To at least 3 different entities in the last five years.

• Original copies of relevant recommendation letters addressed to the client from at least three different entities that have been indicated in b) above. The letters MUST be dated after the advert.

• Proposal write up that demonstrates competency, experience and skills

• All company documents that offers competitive advantage e.g. drawings, maps, sketches, personnel bio sketches, photos of previous works, awards such as ISO certification, excellency awards, recognition awards, etc.

• All other company administrative documents – licenses, approval certificates, TCC, NSSF clearance, powers of attorney etc.

Any other role/s that may be assigned from time to time.

Key Performance Indicators

• No missing any deadline for submissions.

• Turnaround time of 3-5 days.

• 5 bids /RFQs submitted per week

• Pay attention to specifications.

• 80% Success rate of submissions e.g bids, RFQs

• Updated Documentations.

• Real time follow up on bids submitted.

Updated supplier contracts 90%.

Minimum education requirement and technical skills

• Bachelor’s degree in Procurement and Logistics


• Solid knowledge and understanding of procurement processes, policy, and systems

• Three (3) years previous experience as procurement officer or related position

• Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel)

• Ability to analyze problems and strategize for better solutions

• Ability to negotiate, establish, and administer contracts

• Excellent verbal and written communication skills

• Ability to multitask, prioritize, and manage time efficiently

• Accurate and precise attention to detail

• Ability to work well with management and staff at all levels
