Request for Expression of Interest (Eoi) For the Vacant Positions in the Ministry Of Health under the Uganda Covid-19 Response and Emergency Preparedness Project (Ucrepp)

The Government of the Republic of Uganda has received financing from the International Development Association (IDA) towards the implementation of the Uganda Covid-19 Response and Emergency Preparedness Project (UCREPP).

 

The Project is being implemented through existing government structures whereby respective Departments at the Ministry of Health and other government parastatals are responsible for implementing respective components of the Project.

 

To assist the Ministry of Health in implementing project activities, the

Government wishes to engage the services of suitably qualified candidates to fill the vacant positions indicated below.

 

COMMUNICATIONS OFFICER

Objectives of the Assignment

The objective of the assignment is to promote and disseminate information of UCREPP to stakeholders and the general public in order to build, promote and maintain a positive corporate image.

 

Scope of the Assignment and Key Responsibilities

The Project communications officer will carry out the following duties;

  1. a) Initiate, develop and manage public relations and corporate communication for UCREPP Project.
  2. b) Gather information on UCREPP’s performance and impact on delivery of services to the population and disseminate to the stakeholders and to the public.
  3. c) Work closely with MoH Public Relations department to manage communication channels including media and stakeholders to promote UCREPP visibility and its contribution to service delivery to the country.
  4. d) Create content, videos, photography for social media platforms and electronic media to create awareness about UCREPP and promote campaigns such as vaccination and immunization.
  5. e) Promote dissemination of information related to the success stories of the project and appropriate packaging for the stakeholders and the public to appreciate the contribution of the project.
  6. f) Ensure that MoH Website is continuously updated with events, activities and contribution of UCREPP Project.
  7. g) Identify and participate in key corporate events to enhance the contribution of UCREPP to the Health Care system in the country.
  8. h) Perform any other duties as may be assigned from time to time.

 

Key Deliverables

  1. a) Development of UCREPP communications strategy.
  2. b) Assessing information needs of key stakeholders as well as public relations.
  3. c) Regularly furnish stakeholders with information on the implementation of the Project.
  4. d) Monitoring and evaluation of the UCREPP communication strategy.
  5. e) Coordinate information updates on the MoH and Projects web portal and platforms.
  6. f) Development of materials and multimedia productions for social media.

 

Qualifications and Competences

  1. The applicant must be a Uganda National with either a Bachelor’s Degree in Journalism or Mass Communication or Business Administration.
  2. A Post Graduate Diploma in either Journalism or Mass Communication or Business Administration or Communication Skills.
  3. Demonstrated experience in creating videos or posters or manuals or designing or content writing for media platforms.
  4. The Applicant must have a minimum of Six (06) years hands on experience in communication.
  5. Highly computer literate with capability in email, MS Office, Adobe Illustrator/Adobe Creative Suite, Photoshop or related communication tools.

 

Duty Station

All positions are based at the Ministry of Health Headquarters, Kampala but the officers may be posted outside Kampala if need arises.
