Consultant to help develop a LIFE-AR project implementation unit in Uganda
The role would suit someone with at least eight yearsÂ’ experience in developing governance, legal and financial policies and procedures, and with knowledge and experience of climate adaptation and resilience programmes in least developed countries (LDCs).
LIFE-AR is an LDC-led and driven initiative, which serves as one of the primary vehicles for delivering the LDC 2050 Vision for a climate-resilient future.
The LDC 2050 Vision (PDF) is for LDCs to be on climate resilient development pathways by 2030 and deliver net-zero by 2050. The LDC vision includes commitments of what LDCs are willing to do to achieve the vision, their ‘offer’, as well as an ‘ask’ to the international community on how they can support LDCs effectively.
The purpose of this assignment is to produce a PIU manual that will support the unit to align with current donor requirements, LIFE-AR principles, and the principles and standards outlined in the LIFE-AR standard operating procedures manual that is currently under development. The consultant will also produce a roadmap for implementation which includes key decision points and a timeline.
This terms of reference created by the consultant will provide a clear implementation plan, including a governance framework, a financial management protocol and a clear timeline in order to establish the LIFE-AR PIU.
The assignment will draw on the government of UgandaÂ’s experience of using PIUs and detail the resources needed and the financial management policies and procedures required to ensure sound financial management, transparency, compliance and accountability for LIFE-AR in Uganda.
It will also ensure the LIFE-AR principles that the government of Uganda have committed to through the LIFE-AR partnership compact are upheld.
