Job Purpose:
To undertake all the finance and accounting support for the department and ensure that all accountancy processes and controls are followed by all UPMB Staff.
Job Description.
• Review payment requisitions for completeness of the support documentation and budget availability in accordance with financial and other related policies and donor requirements before authorization for payment by the Finance Manager.
• Review accountabilities for program advances and facility advances in line with the activity Terms of reference (TOR) and the donor requirements and in accordance with financial and other related policies.
• Prepare quarterly project Funds accountability statements and Budget variance analysis reports in line with financial guidelines.
• Prepare Bank reconciliation statements and ensuring that all outstanding entries are reconciled in timely manner.
• Classify and assign budget codes, calculate and compile cost estimates and projected budget requirements and assist in budget preparation and revision.
• Assist to plan, prepare, co-ordinate and implement all external audit activities.
• Reviewing all accounting entries for validity, accuracy and relevancy before they are posted in the financial system for report generation
• Monitoring the Balance sheet items and ensuring timely action on all assets and Liability accounts through the quarterly project Balance sheet reconciliations
• Assisting the Finance Manager in the Treasury function by tracking the performance of all bank accounts and associated interest earned. This will include tracking the Investment in the Reserve account as per financial policy.
• Carry out monthly performance charts with the account’s assistants and performance appraisals as per the guide lines of the Human resource manual
• Supporting the Finance Manager in red flagging all policy related issues airing from the backstopping activities and generating policy amendment recommendations where necessary
• Perform other roles as shall be assigned by the Supervisor from time to time as part of the team principle in the department.
• Provide guidance to the entire Accounts team
Qualifications, Skills and Experience
• Postgraduate qualification Finance, Accounting, Business Management relevant financial field
• Bachelor’s degree in Accounting, Commerce, Finance.
• A minimum of five years of experience in grants design, accounting and/or sub grant management on large donor-funded international projects.
• A working knowledge and prior experience with USAID/CDC/EU Grants.
• Demonstrated expertise with donor/incountry cost principles, reporting requirements, financial regulations and management systems.
• Strong finance background in financial management, sub grantee development and analysis.
• Fluency in English in both oral and written communication.
• Advanced skills in Microsoft Office, including Excel and Navision.
• Ability to travel within the country.
