Experience and Other requirements: Experience

• 7 years’ work experience, at least two years of which should be at senior level position.

• Knowledge of computerized Human Resource Management packages is an added advantage

• Membership to professional bodies like CIPD, SHRM, HRMAU will be an added advantage.

Other Requirements:

• Good analytical, organizational, communication, decision making, negotiation, team building, staff counselling and guidance and conflict management skills.

• Good computer skills in MS Office and hands on experience using some computerized human resource management packages are desirable.

• Able to form good relationships with people at all levels

• Self-motivated with strong organizational and interpersonal skills

• Ability to work independently and proactively when managing competing priorities.

• High level of confidentiality and maturity.

Qualifications:

• An Honours Bachelor’s Degree in Human Resource Management, Organizational Psychology, Social Sciences, Social work & Social Administration, Humanities or any other Human Resource related course.

• Master’s Degree in Human Resource Management or Organizational Psychology or MMS HR option is a must.

• Professional Membership

• Membership to CIPD, HRMAU or other Human Resource professional bodies is a MUST.

Duties and Responsibilities:

• Review, update and implement human resource management policies, and strategy and ensure compliance.

• Monitor the Human Resource Information System to generate management reports.

• Manage the Bureau’s records and archives management system in line with relevant laws.

• Undertake manpower planning and forecasting to ensure appropriate staffing.

• Manage the schedule of identified talent and succession plan, and implement the respective intervention for effective talent management.

• Coordinate and participate in functional review exercises to design and maintain a suitable organizational structure.

• Manage and conduct salary and job reviews to design and implement appropriate pay, benefit, incentive systems and programs.

• Manage and conduct the staff recruitment, selection, and on boarding.

• Undertake manpower planning and forecasting to ensure that the Bureau is appropriately staffed in accordance with the strategic plan.

• Monitor, implement and ensure compliance to the performance appraisal and monitoring process.

• Manage and attend staff disciplinary and grievance hearings and implement the Committee recommendations.

• Monitor and ensure compliance to the UBOS staff Training Plan, review and approve training requests.

• Prepare monthly, quarterly and annual reports.

• Coordinate and compile the development of the Department’s annual budget, work plan, procurement plan, and training plan.

• Supervise, develop staff in the department, conduct performance appraisals and identify training and development needs.

• Prepare and submit timely accountability for resources.

• Perform any other responsibilities as may be assigned from time to time.
