Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Uganda with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.

As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

ARE YOU UP TO THE CHALLENGE?

We are seeking a qualified individual for the position of Programme Policy Officer (Nutrition) to be based in Arua. Selected candidates will be employed on Service contract.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.

Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

JOB PURPOSE

To provide support to Nutrition programmes and activities to contribute to meeting the nutrition needs of WFP beneficiaries.

KEY ACCOUNTABILITIES (not all-inclusive)-1/2

• Plan and Monitor Nutrition Programme, verify the planned movements and distribution of Nutrition products, resolving routine issues and or escalating where appropriate to ensure that the quantity distributed, and the quality of the operations is in line with WFP standards.

• Summarize Nutrition data, conduct analysis and prepare reports to support programme reviews and informative decision-making.

• Liaise with cooperating partners and internal counterparts to gather feedback and comments to support Nutrition Programme reviews and improve services.

• Suggest improvements to field monitoring processes and procedures for efficient implementation of Nutrition Programmes.

• Support communication and activities with local partners, agencies, NGOs, and Government Institutions.

• Build team capacity in Nutrition through effective guidance, coaching, training, and accountability.

• Support technical trainings for cooperating partners in Nutrition and WFP operational practices to support them to independently implement and self-monitor nutrition activities in the coverage areas.

KEY ACCOUNTABILITIES-2/2

• Assist in developing and expanding malnutrition prevention activities through promotion of E-IYCF and awareness raising in targeted areas.

• Follow the standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.

• Participate and give area office nutrition report in the weekly nutrition technical meetings.

• Participate in national level nutrition technical working group discussions as may be required by the head of Nutrition.

• Strengthen external stakeholder engagement including district local Governments to strengthen nutrition Programming.

• Support cooperating partner project management processes, evaluation, and oversight.

• Support Nutrition Programme reporting including; donor report writing; CP report reviews, HMIS,etc.

• Any other duties as may be required.

STANDARD MINIMUM QUALIFICATIONS

• Advanced University degree in Nutrition, Public Health, Sociology, Development Studies, or other relevant field with 8 years relevant working experience.

• Minimum five years progressively responsible professional work experience in protection and gender development programming including years of experience in emergency and development contexts.

• Any specialized training with international standards of humanitarian work e.g SPHERE, Humanitarian Accountability Partnership (HAP) Standards, etc is desirable.

• Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

• Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

• Emergency Programming Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

• Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

• OTHER SPECIFIC JOB REQUIREMENTS

• Research experience using variety of analytical tools and methods for causality analysis, forecasting and other data modelling needs.

• Experience in performing monitoring, evaluations, and assessments at multiple field locations.

• Fluency in both oral and written communication in English. Local languages/dialects is a plus.

• DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. nutrition, etc.).

• Has implemented programmes and provided input into designing operations.

• Has provided input into policy discussions and decisions.
